you can do a lot of that stuff with pulseaudio.. which may or may not be the default audio handler depending on what linux distro you use. there isn't a nice interface i know of (at least for configuring this stuff initially) so you're kind of stuck typing things into a prompt and then seeing what shows up in whatever volume controller app you use.
i was, for example, able to create a separate 'fake' audio interface that took a mono signal and put it to both channels before sending it on to the main output. fairly common for audio interfaces with two mic inputs where they put them on left and right..
i think pulseaudio calls them 'sinks'. but i don't think any of the sinks HAVE to go to a real interface (i.e. they might only go to a stream or w/e)
JACK is also an option. that's more the 'pro audio' solution. if you set up a DAW you might be able to configure something like voicemeeter with the cool faders and everything.
