For me, a jump from 28th to 1st *is* a kind of leap.

The naming terminology to use the term "leap" to describe the
"adding" of days seems odd to me.

It should have been referred as an extended year, a bridge year
or sloth year - something to represent the adding of days. :D

Actually, the first day of Spring (in the Northern hemisphere), is March
    20th.

Thank God? Would it have been such a big deal if this was a leap year? And spring would come at the same time regardless of whether February had an extra day. The seasons have to do with the rotation of the earth, not our (arbitrary) calendar. And spring doesn't start on March 1st; according to Google at least, spring this year starts on March 20 (and if this year was a leap year, spring would have started on March 19).

I think they call it a leap year because you have to "leap" 4 years ahead to have another extended February.

Actually the rotation isn't what determines the change of season, it's the tilt of the Earth.
