Maybe someone that has done it can jump in. I believe there is a fake driver that pretends to be a modem. Then you can use the old Terminate or Telex dialup programs. you just put the address instead of a phone number. like this ATD or ATDT noverdu.com

You know CMD has "telnet" built into it in Windows. (7 anywaysm should be
10 as well)
... just type telnet from the dos prompt. See if that will work

12 VM with ssh telneting internally to my BBS to allow an SSH tunnel
to the BBS. I'd love to be able to do this within windows the same
way, but it doesn't look likely. I'll just live with a Linux VM that
only has a few purposes taking up 3Gb of RAM and 2 cores... :(.

That's what I was thinking. If you use Windows, just type "telnet" and
the IP address into a terminal and you have telnet. It's not pretty
and it doesn't display things very well, but it works.

the telnet program hasn't been installed by default on Windows since Windows 7. with the (though minimal) effort to install it, you might
as well grab a copy of almost anything else.
Ok, my original question still wasn't answered. I need a command line telnet client that doesn't parse ansi (like the linux one) for sshd's ForceCommand to telnet to the bbs and allow the user's telnet client to interpret the ansi. I tried PLINK.EXE from putty and telnet.exe from cygwin, but they don't display like the linux telnet client from a linux VM does. I was hoping for a windows solution, but it doesn't look like there is one. I'll stick with my Linux solution, I guess. It's just a waste of resources.
