    Log Message:
    New QWK setting: Include UTF-8 chars. When off/false (the default), UTF-8 characters in message headers and body text will be converted to CP437.
    Also include a new field in HEADERS.DAT: utf8 = true/false to indicate that
    the message headers and body text contain UTF-8 encoding (not CP437).
